From the Preface:
Now, the Participatory Government has almost come to an end. We
feel that during this time the foundation for a better life and a
happier future was to some extent solidified through reform in all areas
of politics, economy, society and defense. As we look back, there are
somewhat regrettable aspects, but we are certain that, if we all work
together using this as a base, supplementing the deficient areas and
creating new parts when needed, we can create the future we desire. We
feel that there would be no greater joy if this book could become some
small aid in that process.
